The House on Tuesday issued an unprecedented apology to black Americans for the wrongs committed against them and their ancestors who suffered under slavery and Jim Crow segregation laws.
There are more problems with a plan to randomly drug test school teachers. The union that represents public school teachers now said it can't knowingly agree to a plan it believes is unconstitutional.
